Police under fire for leaving out key info about lawmaker in online opinion rigging probe
Police are under fire on Friday after a local news report revealed they held back key information about a ruling party lawmaker suspected of involvement in alleged online opinion rigging during a media briefing on the ongoing probe.
Police have been investigating suspected deliberate manipulation, led by a power blogger nicknamed Druking, of Internet comments posted in a news article carried out by web portal Naver.Druking and two others allegedly used a software program to jack up the number of clicks in support of critical comments about the liberal Moon Jae-in government, in an apparent attempt to boost negative public sentiment.With the local elections less than two months away, the scandal has stirred up a fierce political wrangling between the ruling Democratic Party and rival opposition, as Rep. Kim Kyoung-soo of the ruling party has known and been in contact with Druking for years.
'Gabjil' still rampant despite growing consensus on weeding out bullying
Kim Su-jin -- not her real name -- said going to work is a highly stressful affair as she has little choice other than to put up with frequent bullying and verbal abuse by her superiors.The 28-year-old, who is employed in a non-permanent position at a small architectural design firm, said that while the misconduct of the rich and the powerful gets extensive media coverage and such perpetrators are subject to public censure, the same cannot be said about ordinary people trying to make ends meet and their superiors in less known companies."People are saying that South Korea's hierarchical culture is heading towards an equal footing where underdogs can raise their voice. N.K. set for key party meeting ahead of summits with S. Korea, U.S.
North Korea is set to hold a plenary meeting of its ruling party Friday, drawing keen attention over whether it will send a message of denuclearization ahead of its summits with South Korea and the United States.The central committee of the Workers' Party of Korea (WPK) is scheduled to hold the meeting to discuss policy issues of "a new stage" in a historic period, according to the Korean Central News Agency.In the WPK's plenary meeting, the central committee's members and alternate members discuss and approve key party policy lines and personnel reshuffles.The timing of the session draws attention as North Korean leader Kim Jong-un is set to meet with the leaders of South Korea and the U.S. Whether Pyongyang will unveil a potential shift in its stance toward its nuclear program is also being watched.

Rep. Kim Kyoung-soo Sent URLs of News Articles to Blogger 'Druking'
Rep. Kim Kyoung-soo of the ruling Democratic Party reportedly sent web addresses of news articles to an influential blogger, who is in custody on charges of rigging public opinions online. The Seoul Metropolitan Police Agency said Thursday that using the mobile app Telegram, Kim sent 14 messages to the blogger with the username "druking" from November 2016 to March this year.A police official said that ten of the messages were uniform resource locators or URLs of news articles. The articles reportedly include interviews of then presidential candidate Moon Jae-in and stories critical of Hong Joon-pyo, then presidential candidate for the conservative Liberty Korea Party.The police earlier said that Rep. Kim did not check any incoming Telegram messages from the blogger.
IAEA Ready to Conduct Inspections of N. Korea Nuke Facilities
The head of the International Atomic Energy Agency(IAEA) says that his organization is ready to inspect North Korea's nuclear facilities if the U.S. and North Korea hold a successful summit and agree on the inspection. Yukiya Amano, Director General of the United Nations nuclear watchdog, made the remarks on Thursday during an interview with the German daily Süddeutsche Zeitung.Amano said that dismantling the North's nuclear facilities would not be difficult if North Korea agrees to do so, stressing the need to reach a stable and clear agreement on the matter. The IAEA chief said that it will take just a few weeks, not months, before the IAEA inspectors go back to the North and implement the inspections.Amano also said that even after the inspectors left the North in April 2009, the watchdog has continued to monitor the North’s nuclear program.
Moon: N. Korea Has Expressed Will on Full Denuclearization
President Moon Jae-in says North Korea is expressing its will to fully denuclearize to the international community. He also said Pyongyang is not making unacceptable requests to the U.S., such as demanding the withdrawal of American troops from the Korean Peninsula.Moon made the remarks Thursday during a luncheon meeting at the top office with the top executives of 48 local media firms including KBS.Regarding speculation North Korea will try to negotiate with the U.S. for no more than a nuclear freeze or a ban on proliferation while arguing its nuclear status, the president said he does not believe there's a difference in the notion of denuclearization.He said Pyongyang has only mentioned an end to perceived hostile policies against the North and obtaining a security guarantee.

Gov't to reform construction industry
The land ministry said Friday it will set a road map by September to overhaul the country's construction industry whose structure is outdated and slow to adjust to market trends.A reform committee for the industry was set to hold its first full meeting later in the day to start discussions on what needs to be changed. The Ministry of Land, Infrastructure and Transport said the goal is to announce competition-boosting measures next month and have a specific reform road map by September.The construction industry, divided between firms that focus on project bidding and those that execute contracted work, is criticized for lacking cooperation and flexibility. Ministry officials said the reform committee will also look into how construction projects are bidded out and the pricing of building materials. There will be efforts to change the practice of subcontracting, to set the right pay for workers by ensuring appropriate construction costs and differentiating well-performing companies, they said.
S. Korea, IMF discuss ways of revealing currency market intervention
South Korea's chief economic policymaker discussed currency market-related issues, such as how to reveal records of its market interventions, with the International Monetary Fund (IMF), the finance ministry here said Friday.Seoul said earlier that the country is considering the detailed disclosure of its interventions in the foreign exchange market as part of a broader move to boost transparency and clear itself of suspicion of exercising undue influence on exchange rates.South Korea's financial authorities have persistently claimed they do not interfere in the foreign exchange market but engage in "smoothing operations" against extreme one-sided movements.On the sideline of the G-20 finance ministers and central bank governors meeting in Washington, on Thursday (local time), South Korean finance minister Kim Dong-yeon discussed the issue with the IMF's chief, Christine Lagarde.
Bank loans for rent jump this year as gov't tightens mortgages
Bank loans for rent payments in March increased 40 percent from the same period a year ago, data showed Friday, likely a side effect from the tightening of mortgages.Rent loans by the country's five leading commercial banks measured 50.77 trillion won (US$47.8 billion) at end-March, up 3.61 percent from the previous month. The total is a jump of 40.99 percent from the same month last year. Comparatively, loans for rent came to 25.66 trillion won in March 2016 and rose to 30 trillion won in August the same year. They gained further to over 40 trillion won in August 2017.Such loans rose visibly in the first quarter this year, adding 5.78 trillion won during the three months, an exceptional increase since quarterly gains hadn't exceeded 4 trillion won in the past. Property market watchers point to repeated government action to bring mortgages under control, turning rent loans into an alternative to mortgages that have become harder to access.

Declaring end to Korean War involves more than the two Koreas
In July 1953, near the end of the Korean War, the United States, North Korea and China sat down to hammer out an agreement that would bring a halt to the three years of violent conflict on the Korean Peninsula. Through the armistice agreement, the participants agreed to ensure cessation of hostilities and all acts of armed force until a peaceful settlement was achieved. South Korea was not a direct signatory to the agreement as President Rhee Syngman refused to sign it.
Boosted by the prospects for the April 27 inter-Korean summit and the subsequent US-North Korea summit, the two Koreas are seeking to use the meetings as an opportunity to declare an end to the Korean War and replace the armistice agreement with a peace treaty.
Multinational firms accused of ‘gapjil’
While operating in the volatile market of South Korea comes with many challenges, the trendsetting consumer base highly responsive and loyal to global brands have also created a different kind of phenomenon – “gapjil” of multinational firms.Gapjil is a Korean term which refers to the abuse of power by someone against a person in a weaker position.Apple, for one, has long been the king in the telecommunication market here, on many aspects.“I don’t think this is a common thing for telecom companies to bear all of the costs of promoting a new smartphone as such expenses are normally shared with handset makers in the case of Samsung or LG,” said one official from a local telecom company, talking about the practice of Apple dumping its advertising and repair costs on mobile carriers.
Trump reiterates need for NK to show concrete action
US President Donald Trump on Wednesday hinted at his underlying hard-line stance on North Korea, warning he would boycott the planned summit with Kim Jong-un should the meeting appear unfruitful. “I hope to have a very successful meeting,” he said in a joint press conference with Japanese Prime Minister Shinzo Abe in Florida. “If I think it‘s a meeting that is not going to be fruitful, we are not going to go. If the meeting, when I’m there, is not fruitful, I will respectfully leave the meeting.”

Moon optimistic about denuclearization deal
President Moon Jae-in said Thursday he was optimistic about signing a denuclearization deal with North Korea and establishing peace by formally ending the Korean War. He said it may not be so difficult for the two Koreas and the United States to reach an agreement on these, implying the three nations were already nearing an agreement on the issues.A hotline between Moon and North Korean leader Kim Jong-un will be set up today and working-level staffers will make a test call, according to Cheong Wa Dae. When the two leaders will have their first phone conversation has not been decided on yet.The hotline connects the presidential office in the South and the State Affairs Commission in the North, with Kim being chairman of the commission."The ultimate goal of the denuclearization and peace deals is the co-prosperity of the two Koreas," Moon said during a meeting with CEOs of media outlets at Cheong Wa Dae.
Peace treaty hype lowers 'Korea discount'
As South Korea works at turning an armistice with North Korea into a permanent peace treaty, local stocks are gaining momentum on expectations that the market will overcome the so-called "Korea discount," or share undervaluation.The main KOSPI bourse closed at 2,486.1, up 0.25 percent from Wednesday, following a 1.07 percent gain the previous day.Choi Yoo-june, an analyst at Shinhan Investment Corp., said the diminishing risks ahead of the summit between the two Koreas will significantly reduce the Korea discount. Market watchers believe Korean stocks are undervalued, and they cite geopolitical risk as the biggest discount factor along with the nontransparent governance structure of family owned corporations and low dividend payouts.He said that tension between the two countries has continued easing since the PyeongChang Winter Games. "Following thawing relations, risk indices are falling. The discussion of a peace treaty is the most positive move ever seen between the two countries. With the lessening of the North Korea risk, which was one of the discount factors on the KOSPI, we can expect positive flow into the stock market on improving investor sentiment."
Korean Air under investigation
Police searched the headquarters of Korean Air Thursday, as part of the probe into Cho Hyun-min, who allegedly assaulted an advertising company worker during a meeting.Six police officers went to the airline's office to confiscate evidence related to the case, police said.Cho Hyun-min, the youngest daughter of Korean Air Chairman Cho Yang-ho, is accused of yelling and throwing a cup of water in the face of the manager of HS AD, an ad agency.Cho has denied the allegation saying she only pushed the manager.The police plan to confiscate Cho's smartphone through her lawyer, and could start questioning her next week. A travel ban has been issued against her.

Koreans Squandered Millions in Bitcoin Gamble
One in three people who are aware of cryptocurrencies have also invested in them, spending on average W5.41 million per person, according to a straw poll by cryptocurrency exchange Bithumb (US$1=W1,062).The firm polled 800 people.Some 34.8 percent of respondents said they have used a cryptocurrency exchange. In a multiple answer questionnaire, 40.3 percent said they started getting involved in transactions out of curiosity and another 40.3 percent that they started once it became a fad.
Koreans Flock to Learn Vietnamese
A sudden frenzy for learning Vietnamese is sweeping the country, with more and more office workers studying the language of the fast-growing economy.As many as eight private language institutes in a busy area near Gangnam Subway Station in southern Seoul have opened Vietnamese language classes.One language-school staffer said, "We increased the number of classes from one to 11 only a month after we opened the Vietnamese course. We've also increased teachers from two to five."Vietnam has become a land of opportunity since China's unofficial boycott of Korean goods and services last year. Exports to Vietnam increased a whopping 46.3 percent in 2017 from the previous year."Most students are learning Vietnamese to do business there," another language-school staffer said, and the majority of students are in their 30s and 40s.
Volkswagen Resumes Sales with 5 New Models
Volkswagen on Wednesday unveiled five new models at a showcase in Seoul in a heavy marketing blitz following a one-and-a-half year suspension due to an emissions-rigging scandal. The new models include the latest incarnations of the Tiguan compact SUV and Arteon fastback.In March, the German automaker launched the new Passat sedan here. Both the Passat and Tiguan were the best-selling imported cars in Korea in 2014 and 2015 before the scandal broke.

Speculation grows over venue of US-North Korea summit
After US President Donald Trump announced on Apr. 17 that he is considering five locations for the historic North Korea-US summit, attention is focusing once again on where the meeting will be held. When reporters asked Trump whether the US was included in the potential sites of the meeting, he said that it was not, while declining to elaborate. But reports in the domestic and foreign press are generally mentioning sites on the Korean Peninsula that are symbolic of conflict, such as Pyongyang and Panmunjeom, as well as more neutral regions, such as Northern Europe, Switzerland and Mongolia.From the American perspective, Pyongyang has long been the heart of an enemy power. It is unlikely that a sitting president would visit that city without the guarantee of definite progress toward resolving the North Korean nuclear issue. But Pyongyang is also the city that former president Bill Clinton visited in 2000 in order to negotiate the return of two American journalists who had been imprisoned in North Korea. And given Trump’s penchant for shocking moves that defy expectations, a sudden visit to Pyongyang is not out of the realm of possibility.
“Top-down” tactics at play in US-North Korea negotiations
US Central Intelligence Agency director and Secretary of State nominee Mike Pompeo’s top secret North Korea visit and meeting with leader Kim Jong-un is being seen as a symbolic illustration of the “top-down” speed tactics adopted in preparations for an upcoming North Korea-US summit. It is also expected to undercut calls for a postponement of the summit by some observers, who have claimed the lack of visible working-level meetings between the two sides suggests a shortage of preparations.Pompeo’s top secret visit may have been a practical inevitability in terms of meeting the tight deadline for the summit, which is reportedly to take place in late May or early June.
Inter-Korean summit to focus on ending Cold War framework on Korean Peninsula
South Korean President Moon Jae-in is fleshing out his plan for bringing permanent peace to the Korean Peninsula. While it is still unclear how exactly South and North Korea will take their first step toward a peace regime on the Korean Peninsula – whether through declaring peace, announcing the end of the war or making a peace treaty – it seems to be more likely that the inter-Korean summit will mark the beginning of the end for the Cold War framework on the Korean Peninsula, which has lasted since 1953, and a genuine bolstering of peace.“We have been reviewing and deliberating a variety of ways to ultimately develop the security situation on the Korean Peninsula into a peace regime. As one of those ways, we are considering the idea of moving from the armistice agreement on the Korean Peninsula to a peace regime,” a senior official at the Blue House told reporters on Apr. 18.

Kim isn’t demanding U.S. forces to leave
North Korea is not demanding the withdrawal of the U.S. military forces from South Korea in return for its denuclearization, President Moon Jae-in said on Thursday.It was the first time that Moon, or any public official, confirmed that withdrawal of U.S. forces was not on the North’s list of demands in return for denuclearization. “North Korea is expressing its intention for complete denuclearization,” said the president during a luncheon meeting at the Blue House with senior executives of 48 media companies. “And it is not making demands that the U.S. cannot accept, such as the withdrawal of the U.S. forces in Korea.” Affirming the North’s intent for complete and irreversible denuclearization, Moon took note of concerns raised by some in the country, especially among security hawks, that the North would only agree to a nuclear freeze that falls short of complete denuclearization. That was not the case, Moon said.
Trump pledges to make the summit ‘a worldwide success’
U.S. President Donald Trump pledged Wednesday that he will do “everything possible” to make an historic summit with North Korean leader Kim Jong-un “a worldwide success.” Trump said that he is “looking forward” to a meeting with Kim “in the coming weeks to discuss the denuclearization of the Korean Peninsula,” in a press conference at the Mar-a-Lago resort in Florida, alongside Japanese Prime Minister Shinzo Abe, wrapping up their two-day summit.Earlier, Trump confirmed that his secretary of state nominee, Mike Pompeo, director of the Central Intelligence Agency, made a top-secret visit to North Korea at the beginning of the month to meet with Kim ahead of the summit being planned to take place in May or early June.
Hyundai jobs plan to focus on the young, marginalized
Hyundai Motor Group launched a 34 billion won ($31.9 million) campaign on Thursday to create 3,000 new jobs among marginalized groups and young people by 2022. “We plan to proactively create jobs and ease society’s polarization through collaborations with social enterprises,” said the automaker in a press release. “We will keep up with our social contributions to various demographics.”Korea’s second-largest conglomerate’s move to step up its corporate social responsibility comes as its peers, including SK Group, try to curry favor with the labor-friendly Moon Jae-in administration, which has set chaebol reform as one of its key policy goals. The bulk of Hyundai’s investment is going to Korea’s young people, who are facing a tough job market. H-ondream, a start-up contest run by Hyundai’s Chung Mong-koo Foundation, will pick 150 social enterprises and help them hire up to 1,250 young job seekers. Hyundai has hosted H-ondream since 2012, giving out as much as 100 million won to winners and offering them mentorship.

North and South Korean Leaders to Discuss the Korean Peninsula Peace Treaty
Cheong Wa Dae announced that the leaders of North and South Korea would discuss a transition from the armistice to a peace system on the Korean Peninsula during the summit on April 27. U.S. President Donald Trump acknowledged this and supported such efforts with his "blessings." Recently, Mike Pompeo, director of the Central Intelligence Agency (CIA) and one of President Trump's closest aides appointed to secretary of state, made a secret visit to North Korea and met with Kim Jong-un, chairman of the State Affairs Commission, and preparations for the North Korea-United States summit is also well underway.
National Election Commission, "April 23 Is the Deadline to Promulgate Referendum Act Amendment," Constitutional Amendments in June Do Not Seem Likely
The National Election Commission announced that the referendum on constitutional amendments cannot be held simultaneously with the local elections on June 13 if the Referendum Act amendment is not publicly announced by April 23. Given that April 23 is a Monday, the National Assembly will have to pass the Referendum Act amendment by April 20, before the weekend. However, due to the disruption of the April special session, the possibility of lawmakers passing the Referendum Act this week is little, and constitutional amendments in June do not seem likely, either. 
Cheong Wa Dae's Solo Handling of State Affairs Backfires

Food tech startups recruit investors to develop blockchain platform
FANTOM, a consortium involving restaurants and delivery service app startups, started recruiting foreign institutional investors mainly related to cryptography in a private pre-sale this week to fund a project aimed at building a fast and reliable third-generation blockchain network.The recruitment of overseas institutions will be completed on May 15, followed by a public pre-sale. The consortium plans to raise a capital of 50 billion won for an initial coin offering (ICO) in Hong Kong in mid-June.ICO is a means of crowdfunding centered around cryptocurrency, which can be a source of capital for startup companies. LG's home appliances support Google and Amazon's AI assistant
LG Electronics' smart home appliances in the United States started supporting AI assistants provided by Google and Amazon for the first time in the world.LG said in a statement Thursday that it has started a new service providing its home appliances which feature "Smart ThinQ", an internet of things (IoT) platform, with a software update for Google's Google Assistant and Amazon's Alexa. The two AI assistant platforms are the most popular in the American market.Any users with AI speakers created by Google or Amazon will be able to monitor and control their smart home appliances. The South Korean company claimed it is the world's first to provide dual support for AI assistant platforms.
Coincidence places all-female crew on Jeju Air flight
A coincidence in flight schedule matching has created a rare scene of having an all-female flight crew including pilots on a passenger jet operated by Jeju Air, a South Korean low-cost carrier.Despite an increasing number of female pilots in the global airline industry, South Korea's pilot society still remains male-centered, creating a stereotype that the cockpit is the male realm.Two pilots and four cabin crew members on Jeju Air's flight 7C2205 from Incheon to Bangkok on Wednesday were all females. Jeju Air officials said the crew placement was a pure coincidence.

Hyundai Engineering seals $273mn refinery deal in Thailand
Hyundai Engineering Co., the construction unit under South Korea’s Hyundai Motor Group, won a 290 billion won ($273.2 million) refinery project from a major Thai energy company, the latest in a string of deals it has struck in the region.
The Korean builder said Thursday it signed an engineering, procurement and construction contract with Bangchak Corporation Public Company Ltd. (BCP) to build continuous catalyst regeneration reformers and replace old hydrocracking units at the oil refinery in the Phra Khanong district of Bangkok. The new facilities would allow the production of premium high-octane petrol while the replaced hydrocracking units would boost the daily capacity of the refinery from 25,000 barrels to 27,500 barrels, according to Hyundai Engineering.
Kia Motors pins hope on new Sportage SUV in China
South Korea’s second largest automaker Kia Motors Corp. has launched new Sportage in China in hopes that the latest new sports utility vehicle (SUV) model could act as much-needed traction in the country where sales of Korean brands have been sagging due to ascension of Chinese names. Kia Motors said on Wednesday that its Chinese joint-venture Dongfeng Yueda Kia Motor officially released the company’s upgraded Sportage SUV at an launching event held in Xian, China on the same day. Sportage SUV is a flagship model of the automaker that sold a total of 891,536 units in China until last month since its first release in 2007. The new Sportage, specifically tailored to meet demands of Chinese consumers, is upgraded with new smart features to entice interest from young Chinese.
Korean brokerages’ overseas operations return to the black in 2017
South Korean securities firms pulled off a combined net profit of $48 million from their overseas operations last year, swinging back to the black through recapitalization and restructuring. According to the Financial Supervisory Service (FSS) on Thursday, 48 overseas subsidiaries of 15 Korean securities companies registered a combined net profit of $48 million for fiscal 2017, turning around from $45 million net losses a year earlier. The bottom line improved through recapitalization by parent companies and streamlining of money-losing operations. Profits were made in eight locations. Operations in Hong Kong delivered the largest net income of $40 million followed by Brazil with $9.4 million and Indonesia with $8.2 million. Businesses in the United Kingdom turned out a profit of $2 million and Vietnam $900,000.
