S. Korea encourages Russians to compete in PyeongChang as neutrals
South Korea on Thursday encouraged Russian athletes to compete in the 2018 PyeongChang Winter Olympics as neutral individuals, amid a ban on Russia competing over its state-sponsored doping. The International Olympic Committee's Executive Board announced in Lausanne, Switzerland, this week that it would suspend the Russian Olympic Committee with "immediate effect." The board acted on recommendations by a commission led by former Swiss President Samuel Schmid, who confirmed "the systemic manipulation of the anti-doping rules and system in Russia."
All Aboard The 2017 Hilton Christmas Train!
The accumulated sales of Kia Motors Corp.'s Morning topped the 1 million unit mark last month, the company said Thursday, retaking the title of best-selling minicar in the country. The achievement came more than a decade after Kia Motors launched the first-generation small city car in 2004, according to the company. It marks the first time that any single Kia model has reached the one million milestone.
S. Korea on alert for N. Korea's provocations
South Korea's defense ministry said Friday North Korea is likely to continue with military provocations, such as further missile firings, maritime intrusions and cyberattacks. The assessment came as Defense Minister Song Young-moo hosted a year-end meeting of more than 150 senior commanders nationwide. He pointed out that the South's armed forces have maintained a watertight defense posture throughout this year while the North carried out a sixth nuclear test and 15 ballistic missile launches.
S. Korea maintains dominance over global DRAM market in Q3
South Korean tech giants maintained their strong dominance over the global market for dynamic random-access memory (DRAM) chips in the third quarter, data showed Thursday. According to the data compiled by IHS Markit and other industrial sources, Samsung Electronics Co. accounted for 44.5 percent of the market in the third quarter in terms of revenue, followed by SK hynix Inc. with 27.9 percent.
Over 100 take part in ASEAN cultural event at Indonesian Embassy
Mrs. Nila Umar Hadi, spouse of the ambassador of Indonesia in Seoul, hosted an impressive cultural event of the member countries of the ASEAN (Association of Southeast Asian Nations) at her residence on Yeoido in Seoul yesterday with the attendance of the spouses of many ambassadors and other senior diplomats in Seoul.

S. Korea, China Not to Issue Joint Statement After Leaders' Summit
South Korea and China will not issue a joint statement following their leaders’ summit scheduled to open in Beijing later this week. An official of the presidential office said Monday that there will be no joint statement after President Moon Jae-in and Chinese President Xi Jinping hold a summit on Thursday. The official told reporters that Seoul and Beijing decided not to issue a joint statement as they have yet to issue a united stance on bilateral issues, apparently referring to the deployment of the THAAD antimissile system on the Korean Peninsula which China had strongly protested.
Arrest Warrant Sought for Ex-Finance Minister Choi
Prosecutors requested an arrest warrant for Liberty Korea Party heavyweight Choi Kyung-hwan amid allegations that he pocketed 100 million won in bribes during the Park Geun-hye administration. The Seoul Central District Prosecutors' Office said it requested the arrest warrant on Monday. Prosecutors suspect Choi received the money from the National Intelligence Service(NIS) in 2014, when he served as deputy prime minister and finance minister.
'US to Send Full Delegation to PyeongChang Olympics'
U.S. Ambassador to the UN Nikki Haley says that the United States will send its full delegation of athletes to next year's PyeongChang Winter Olympics. Haley made the remark on Sunday during an interview with Fox News, when asked whether the U.S. would send its full team. “We’re doing in this Olympics what we’ve done in every single Olympics. If you look back, we have always talked about security in the Olympics. We’ve always talked about keeping our athletes safe.”

Moon, Xi to hold summit over N. Korea, bilateral ties this week
South Korean President Moon Jae-in will head to China this week for talks with Chinese President Xi Jinping that will focus on ways to denuclearize North Korea and improve the countries' bilateral ties, the presidential office Cheong Wa Dae said Monday. The summit will be held Thursday, one day after the South Korean leader arrives in Beijing for a four-day state visit.
It will be their second meeting since the countries issued a joint statement on Oct. 31 to normalize their ties estranged by the deployment of the U.S. THAAD missile defense system in South Korea.
Arrest warrant sought for former finance minister over NIS fund scandal
Prosecutors sought an arrest warrant for former Finance Minister Choi Kyung-hwan on Monday over the allegations that he took bribes from the spy agency during the preceding Park Geun-hye administration.
Choi, currently a lawmaker of the main opposition Liberty Korea Party, is suspected of having pocketed 100 million won (US$92,000) from the National Intelligence Service in 2014.
Investigators believe the money was paid to lobby him for retaining the spy agency's off-book funds when then-opposition parties pushed to scale them down on the basis of their untraceable nature.
Choi was questioned last week for the allegations. He has dismissed them as "false accusations."
S. Korean dessert cafe chain Sulbing taps Philippines
South Korean dessert cafe franchise Sulbing said Monday it will open new stores in the Philippines in its latest efforts to expand abroad to secure new growth engines. Sulbing has signed a deal with Beonyeong Company Inc. to open branches in the Southeast Asian country, the Korean firm said.
Its plan is to first launch 10 stores at the Philippines' capital city of Manila and the nearby regions. The first branch is planned to open early next year, according to the company.

A glimpse into US forces in Japan on standby for contingencies in Korea
In the morning of Nov. 29, 2018, hours after North Korea test-fired the Hwasong-15 ballistic missile toward Japan, the US naval base in Yokosuka, Kanagawa Prefecture, was calm with a tinge of uneasiness and tension in the air. It is home to the 7th Fleet, the US Navy’s largest forward-deployed armada.
Led by its command ship USS Blue Ridge, an impressive collection of guided missile cruisers and destroyers were docked at the base, ready to scramble at any moment’s notice.
Smoking at apartment balconies could be restricted from 2018
Previously, common areas -- such as elevators, stairs and hallways -- were considered as “manageable spaces” at apartment complexes. The managing authorities could designate the spaces as non-smoking areas, with the consent from the half of the residents. But balconies and bathrooms in individual units have been out of hands, as they are private spaces. With the revision, a resident, sensing that someone is smoking, can report the claim to the management authorities.

US to send full delegation of athletes to PyeongChang Olympics
The United States will send its full delegation of athletes to next year's Winter Olympics in South Korea's PyeongChang, an envoy said Sunday, amid confusion over U.S. participation. U.S. Ambassador to the United Nations Nikki Haley said last week it was an "open question" whether the U.S. would send its athletes to the February games, citing safety concerns sparked by increased military tensions with North Korea. Asked again Sunday whether the U.S. would send its full team, Haley said, "Yes, we are."
Tillerson to speak on South Korea-US alliance this week
U.S. Secretary of State Rex Tillerson will deliver a speech this week on the role of the South Korea-U.S. alliance in addressing growing threats from North Korea, organizers said Sunday. Tillerson will be one of two keynote speakers at a forum organized by the Korea Foundation and the Atlantic Council think tank in Washington on Tuesday, according to the KF. The other speaker will be U.S. Secretary of Commerce Wilbur Ross, who is scheduled to address the bilateral trade relationship.
North Korea says naval blockade will trigger war
North Korea has again hit out at a U.S. suggestion of a naval blockade, saying any such action would be considered a declaration of war. Pyongyang said such a move would be a "wanton violation of the country's sovereignty and dignity" that would be considered a declaration of war, the state-run Rodong Shinmun reported Sunday. "Once we discover a small movement to implement the naval blockade plan, there should follow our prompt, brutal and self-defensive response against the movement," the newspaper said.

Korea’s regulators may close cryptocurrency exchanges
The Korean government is apparently pondering over intense regulations on cryptocurrencies including the closure of small virtual money exchanges in the country and restrictions on the amount and requirement for an investment through digital currency. This is seen as a belated move to control cryptocurrency exchanges as an increasing number of people that include office workers, housewives and even young students are rushing to make money through virtual money.
Seoul City to launch a mobile application for citizens
A new application, which enables citizens to use 186 public facilities in Seoul with a barcode on the smartphone, has been released.
The Seoul Metropolitan Government announced Sunday that a new app, dubbed as the Seoul Citizen Card App, can be downloaded from the Google Play Store starting at 9 a.m. on Monday. The municipal government has requested registration of the app for iPhone on the Apple App Store.
With the integrated barcode of the new app, people can use municipal facilities such as Seoul Library, Seoul Museum of Art, Sejong Center for the Performing Arts, Jamsil Indoor Swimming Pool and district libraries.
NYC transportation looks for ways to survive with new technology
New York City’s Yellow Cab driver Hwang Gil-jae (48) often stays out all night in his cab at John F. Kennedy International Airport because he has to make up for a loss of income. Two drivers take shifts to drive the cab. “My income decreased by some 20 percent, compared to when I started driving the cab four years ago. Some drivers have even suffered a 30 percent loss,” said Hwang. “I have to stay up all night and get airport customers to try to make up for it.”

Kim Jong-un Climbs Mt. Baekdu
North Korean leader Kim Jong-un has climbed Mt. Baekdu, the mythical origin of the Korean nation and allegedly of his grandfather Kim Il-sung, according to state media on Saturday. It said Kim recalled "the emotion-charged days when he realized the great historic cause of completing the state nuclear force," after reaching the peak. The portly leader has repeatedly climbed the mountain ahead of making momentous decisions.
Some North Korea watchers are guessing that the North is preparing a new tactic in the midst of increasing international sanctions amid rumors of a March deadline in resolving the nuclear standoff and of a possible pre-emptive U.S. military strike.
Singapore Airlines Changes Flight Routes Over N.Korean Missiles
Singapore Airlines changed the route of its Seoul-Los Angeles flights in July due to concerns over North Korean missiles, Singapore's Channel NewsAsia reported Tuesday.
An official at the Ministry of Land, Infrastructure and Transport said, "It appears that Singapore Airlines is flying over Busan and the east coast of Japan rather than flying through Gangwon Province and the East Sea."
North Korea often lobs its missiles into the East Sea.
N.Korean Missile Was Entirely New Type
Pictures of Wednesday's launch of a North Korean rocket published in the country's state media have convinced experts that it is an entirely new type of intercontinental ballistic missile.
A spokesman for the Joint Chiefs of Staff here told reporters, "There are clear differences in the appearance of the Hwasong-15's warhead, the joint of the first- and second-stage boosters, and the overall size."
The JCS initially speculated that the missile was an improved version of the Hwasong-14. Some experts said even the U.S. and Russia would have trouble launching an entirely new ICBM in such a short time and suspect the North had help from scientists from the former Soviet Union.

Scholars discuss impact of candlelight revolution during National Assembly roundtable
“Ironically, the impeachment of President Park Geun-hye has the historical character of a judgment based on democratic, Constitutional procedures on the 30th anniversary of [South Korea’s] democratization against the President who did the most to violate democratic procedures.” This was the message delivered by Incheon National University political science professor Lee Jun-han in his presentation at a Dec. 8 National Assembly roundtable on “the significance of the Park Geun-hye impeachment in political history and contemporary tasks for South Korean politics.” The discussion was co-organized by Democratic Party lawmaker Woo Sang-ho and the Korea Institute for the Future (KIF) for the first anniversary of the National Assembly’s vote to impeach Park on Dec. 9 of last year.
Shinsegae Group to shift to 35-hour workweek
The Shinsegae Group, South Korea’s tenth largest chaebol, announced on Dec. 8 that it will be implementing a 35-hour workweek in January of next year, with its employees only working seven hours a day. Wages will not be cut, either. The legal workweek in South Korea is 40 hours, and this would be the first time for a chaebol to adopt a 35-hour workweek. Since Shinsegae has voluntarily taken this step to improve corporate culture while the Moon Jae-in administration is calling for a reduction in working hours, this is likely to have a major impact not only on the distribution industry but also on the South Korean business community as a whole.
Project to reprocess spent nuclear fuel being reexamined
A pyro-processing and sodium-cooled fast reactor (SFR) research and development project that was created by the South Korean atomic energy community for the reprocessing of spent nuclear fuel is being reexamined.
The Ministry of Science and ICT (MSIP) announced on Dec. 8 that it was “forming a project reexamination committee with seven experts who have not worked in the field of atomic energy to perform an objective expert review of the pyro-processing and SFR research and development project.”

Shinsegae is bringing Starfield to Changwon
Shinsegae Group announced plans on Sunday to build a Starfield mall in Changwon, South Gyeongsang, the company’s first Starfield location outside the Seoul metropolitan area. Shinsegae Property, the affiliate in charge of land development, is applying for a permit to build the mall, according to industry sources. Last April, the company bought 34,000 square meters (8 acres) of land previously used by the Korean Army. The mall is expected to measure around 300,000 square meters.
LG shows off tech for self-driving cars
LG Electronics said Sunday it recently succeeded in developing its own technologies that could greatly reduce traffic accidents in autopilot situations. LG hopes to see its solutions for connected cars become an industry standard in autonomous driving. In a demonstration Sunday, LG showed that a vehicle with a tablet powered by the new technology was able to send a warning message to its driver about the car ahead of him suddenly braking. The tablet also displayed a warning message about a construction site ahead so the driver could make a detour. The warning message was even sent to the car behind the driver. When the driver did not stop the car after an initial warning, a second warning was issued.
Korea’s debt increase is second after that of China
Korea’s household debt rose the second sharpest among 43 major economies in the first half of 2017, a report by the international organization of central banks said Sunday. According to the Bank for International Settlements (BIS), the proportion of debt to Korea’s gross domestic product (GDP) stood at a record high of 93.8 percent as of late June. This represents a 1 percentage-point rise compared with 92.8 percent tallied at the end of 2016. Debt incurred by South Korean households surpassed the 1,400 trillion-won ($1.27 trillion) mark as of the end of September.

More than one trillion won was cut from the budget overseen by the Ministry of Health and Welfare as lawmakers reviewed and finalized the 2018 budget. As the government prepares to launch "Moon Jae-in care," which aims to expand health insurance coverage, state support for health insurance has been cut to the lowest ever. Lawmakers also reduced the number of children subject to child benefits and postponed the payment of a higher basic pension.
In an Age of the 4th Industrial Revolution, Government Cuts Welfare and Increases SOC
The National Assembly passed next year's budget in the early hours of December 6, and a closer look shows that the lawmakers cut the budget for welfare and greatly increased the budget for social overhead capital (SOC) compared to the government's original proposal in the process of reviewing the budget. Next year's budget for health, welfare and employment has been finalized at 144.7 trillion won. Although the welfare budget increased by 11.7% compared to this year, the budget is 1.5 trillion won smaller than the initial government proposal (146.2 trillion won).

Tourism and Duty-free Industries Hopeful about Improving Korea-China Relations
As Korea and China are set to improve their relationship that was rocked by the controversy over the Terminal High Altitude Area Defense (THAAD) anti-ballistic missile system, Korea's tourism and duty-free shopping industries are raising their hopes of better days. The tourism industry believes that the Chinese government's group tour ban to Korea would be relaxed soon. A travel agency in Hebei posted an Internet ad recently for a group tour program to Korea in November at the price of 1,480 yuan(US$223). China's largest online travel agency trip also put out group tour programs to Korea for the first time in seven months.
Korea's MBI to Establish EV Plant in Vietnam
MBI, a Korean manufacturer specializing in making transmissions, will build an electric car plant in Hanoi, Vietnam, jointly with local firm N&G Group. The two companies will invest a total of US$1 billion for the next seven years.The companies said on September 21 that the heads of the two companies signed an agreement to establish a joint venture called Viko Motors in South Hanoi next month. Earlier in June this year, MBI was promised by the Vietnamese government and the Hanoi city government for a 20-year free land lease, high-tech investment incentive, preferential tariffs, and designation of MBI-held patented technologies as Vietnamese standards.
Gov't Decides to Give $8 Mil. Aid to North Korea...Timing to Be Announced Later
The government has decided to give support to North Korea worth US$8 million in programs helping its vulnerable people including children and pregnant women indirectly through international organizations. It, however, has not decided when to start sending money and exactly how. This is interpreted as a choice to deflect criticism that it is undertaking an aid project at a time when North Korea is causing an international storm by launching a series of missile tests.

Incheon airport operators submit proposals for JFK airport renovation
Operators of South Korea's main gateway west of Seoul have sent a tender for the renovation of John F. Kennedy International Airport, a pet project of New York Governor Andrew Cuomo.
Incheon International Airport Corp. said Friday that it has sent bid proposals to renovate JFK's Terminal 1 and run it for 30 years. The Port Authority of New York and New Jersey, which operates JFK, has accepted proposals from private firms for the $10 billion project.
Producer attribute BTS success to sincerity and true message
Bang Shi-hyuk, the producer who created BTS, attributed the success of his boys to the "sincere" goal of conveying true messages, laced with their "visually beautiful and wonderful" stage performance, that transcended language barriers to create a global fan base. The CEO of Big Hit Entertainment praised BTS for making an "epic" global debut this year and paving the way for K-pop bands to compete in the home of pop music. He received a presidential citation for nurturing the seven-member group into one of South Korea's most popular K-pop band in the world.
S. Korean troops begin receiving advanced home-made ATM system
South Korean troops began receiving an advanced home-made ATM (anti-tank missile) system called "Raybolt" that will compete against foreign brands such as Javelin made by Lockheed Martin of the United States.
LIG Nex1, a local defense firm, said that a ceremony was held at its factory in the southern city of Gumi to commence the delivery of Raybolt anti-tank missiles.

Korean carbon and alloy steel pipes hit with up to 88% anti-dumping duties from Canada
The Canadian government slapped final anti-dumping duties of up to 88 percent on certain carbon and alloy steel line pipe imports from South Korea. According to the Korea Trade-Investment Promotion Agency (KOTRA) on Sunday, the Canada Border Services Agency delivered its final set of anti-dumping rates ranging from 4.1 percent to 88.1 percent on carbon and alloy steel line pipe shipment from Korea from January 4, 2018 to 2022. Husteel was levied with the lowest rate of 4.1 percent. Hyundai Steel Co., SeAH Steel Corp. and Nexteel face respective punitive duties of 47.8 percent, 27.5 percent and 12.9 percent. Other Korean steel makers were slapped with 88.1 percent dumping margin.
Korea’s household debt growth fastest after China among 43 nations in H1
South Korea has witnessed the second fastest growth in household debt after China among 43 major economies, according to the Bank for International Settlement (BIS). According to the BIS on Sunday, Korea’s household debt level as of June was tantamount to 93.8 percent of its gross domestic product (GDP), up 1 percentage point from the end of 2016. The rise trailed only China whose household debt against GDP rose 2.4 percentage points over the same period.
LG-affiliated Jiheung to be sold to new owner
Korean auto parts maker Jiheung Co. which is affiliated with LG Group, will sell off its sensor business to Dongyang Sensor Co., a decision believed to be in compliance with the government’s stronger watch on cross-affiliate transactions in family-controlled conglomerates. Jiheung is wholly owned by Koo Hyung-mo, manager at LG Electronics Inc. and the eldest son of LG Corporation vice chairman Koo Bon-jun. Jiheung has been subject to the anti-trust laws to prohibit profiteering by conglomerate owners and their family members.
